Evaluation of the Quality Label for Badge recognition

The Quality Label for Badge Recognition (further referred to as Quality Label) signifies a commitment to upholding quality standards in badge-issuing activities. By fostering a community dedicated to delivering quality learning opportunities and skill recognition, it aims to offer additional credibility and reliability in recognising and promoting quality Open Badge issuance practices.


How does the evaluation process of Quality Label applications work?

The Cities of Learning Network, as the issuer of the Quality Label, will evaluate all applications received.

A committee of 3-5 evaluators qualified in Open Badge recognition is elected within the Cities of Learning Network, including at least one member of the coordination trio of organisations leading the Network. The committee evaluates the applications received and decides whether to issue each Quality Label, following the Quality Label evaluation guide.

Each application is reviewed by two evaluators, one of which should come from the same country and/or speak the same language as the applying Organiser. They then report to the evaluation committee, which will decide together whether or not to issue the Quality Label.
A decision should be made and communicated to the applicant within 90 days of applying.

The Quality Label is issued if an applicant:
  • Completes all parts of the application form,
  • checks all formal criteria (section 2 of the application form),
  • provides all requested evidence as detailed in the application form,
  • answers questions adequately (at least level 3 on our evaluation scale),
  • and checks at least 70% of the indicators at point 3.1 of the application form.

If an applicant doesn’t fulfill all the necessary criteria as described, the Quality Label is not yet issued, and the applicant will receive feedback from the evaluators explaining the reasons their application has been rejected.

Applications which don’t meet enough indicators to receive the Quality Label on the first attempt can reapply with a simplified procedure. In this case they will only need to provide additional evidence on the areas where feedback from the committee shows they need to increase their quality. A deadline will be given to submit this information.
